ORY 22/01/2016 New slot pool allocation

Some air carriers have returned slots at Paris-Orly airport or lost them such as TRANSAERO airline due to bankruptcy. Furthermore, The French authorities decided to return to the pool 1040 slots reserved at Paris-Orly for Public Service Obligation routes between Annecy and Orly. Therefore a pool of 2080 slots was made available for reallocation at Paris-Orly airport.

COHOR, appointed as Paris-Orly airport co-ordinator by the modified French Minister of Transport Order of August 27th, 1996 and in accordance with the amended EU Regulation 95/93 of January 18th, 1993 on common rules for the allocation of slots at Community airports (Slot Regulation), distributed the entire pool on an annual basis considering the requests filed for the Summer 2016 scheduling period (S16).

The Slot Regulation as amended in July 2004 stipulates that carriers must clearly request the new entrant status and that half of the pool must be allocated between carriers’ requests with new entrant status.

The carriers having claimed this new entrant status (and which are entitled to it) are:

Air Caraïbes Atlantic (4 weekly flights to Santo-Domingo), Aer Lingus (2 daily flights to Dublin), Icelandair (6 weekly flights to Rekjavik, Keflavikk), Norwegian Air International (6 weekly flights to Los Angeles), Vueling (1 weekly flight to Florence, 2 weekly flights to Fuerteventura, two daily flights to London Luton, 2 weekly flights to Bologna and 5 weekly flights to Edinburgh), Wizzair (1 daily flight to Warsaw,Okecie, 1 daily flight to Bucharest, Otopeni, and 1 daily flight to Riga).

The airlines that have benefited from the slot pool allocation are (please click here for further details):

As new entrant (1040 slots):

  • Icelandair: 624 slots for 6 weekly flights to Rekjavik, Keflavikk [article 2b i) and ii) of the Slot Regulation]
  • Air Caraïbes Atlantique: 416 slots for 4 weekly flights.

As incumbents (1040 slots):

  • Rossiya Airlines : 728 slots (equivalent to 1 daily flight to Moscow Vnukovo)
  • Air Caraïbes : 312 slots (equivalent to 3 weekly flights )

These slots were allocated on the basis of submissions received for the Summer 2016 scheduling period (S16). However, carriers concerned by this pool allocation and willing to start their operations already during the present Winter 2015-2016 scheduling period (W15) will be allowed to do so.

If not the case, the carriers concerned will get the quota reserved out of the quota which was just allocated to them, for these year-round services during the upcoming Winter 2016 scheduling period (W16), provided that the new services really start during Summer 2016 scheduling period (S16) and that the year round operation requests are duly confirmed by carriers by the industry submission deadline set for W16.
