Order of May 31, 2016 on the air traffic distribution between the airports of Paris-Le Bourget, Paris-Orly and Paris-Charles De Gaulle

July 1st 2012 : Charles De Gaulle Airport guideline for slot swaps or transfers

Carriers already holding slots in these timeframes before the publication of the order were individually given a night quota in accordance with the terms of the order.

A carrier without any night quota is not allowed to operate during these timeframes.

Be careful : the French DGAC approves the carriers’ flight schedules (traffic rights) provided that the airport slots are also allocated by the Coordinator, COHOR. This DGAC approval should never been interpreted as an exemption of the order of 6th November, 2003.

The quotas for the next equivalent season are calculated in accordance with the terms of the order.

Any deleted night slot is definitely lost and cannot be re-scheduled later in the season.

Any unused night slot is also definitely lost for the current season.

Sanction process : all performed aircraft movements are systematically checked on a daily basis. The movements without appropriate slots allocated by COHOR are notified to the Authorities in charge of infringements :

NB : a diversion to Paris – Charles de Gaulle airport due to the Paris –Orly airport curfew would not be considered as a reason for exemption from sanctions as the CDG noise reduction regulation is also applicable in case of operational problems.

These measures are not applicable to emergencies related to the security of flights or of persons, and take-off or landing movements related to humanitarian missions, military, medical and official flights.

    Traffic to be coordinated :

All types of operations. Only Slots for scheduled traffic are coordinated from the Scheduling Conference until the slot return deadline (15 December for the Summer season and 15 July for the Winter season).

  • Airport constraints

The airport capacity is set by the French Civil Aviation Authorities (DGAC) and the coordination parameters are published in the French Journal Officiel.

    Slot definition :

A slot is defined as a 10 minutes period. There are 6 slots in the hour, from the hour to 9 mn after, from 10 to 19 mn after the hour, from 20 to 29 mn after the hour, from 30 to 39 mn after the hour, from 40 to 49 mn after the hour, and from 50 to 59 mn after the hour. For example, scheduled times of 06:00 and 06:05 both belong to the same 10 minute slot.
